Default Overflowing carbs. Float valve?

I cleaned and installed carbs, used boat rubber pump to fill carbs to start engine. Engine ran for awhile not good, I checked spark plugs- black dry one and black wet another cylinder. I begun removing carbs again and one of carbs was filled to the top!!! OK, no problem, float valve is bad. I removed float chamber and desided to blow in fuel hose to check valves. They seemed fine! I was lifting floats again and again and there was no leak, at least I didn't feel it. Little stick inside valve was moving OK. Carbs look like they were cleaned recently. Could I flood carbs by using rubber pump? If valve is OK I doubt it. Maybe somebody screwed up mixture adjustment? I probably have to do all adjustments and run engine w/o airbox to see what is going on. Any suggestions?

Make sure the float tangs are adjusted properly on all the floats. You may have one set too low.
