Couple of Questions
Finally got a nice day here in the Burgh, so I decided to clean my bike. I soon found out how much of a pain it is to get this black gunk off of my rims. I was just wondering if anyone knows of anything out there that can get this stuff off? I'm not sure what it is, my guess is a combination of brake dust and or some tar because they like to tar and chip roads around here.
I also wanted to clean my drive chain while I was at it but I wasn't sure how so I figured I would come on here and ask if anyone could explain to me how to do it or if anyone can point me towards a good sight that explains the process.
Any other random tips would also be appreciated.

Or buy any proprietory degreaser.
Scottoiler does a good job of looking after the chain, but you still need to wipe crud off the sideplates and check the tension.
Remember that WD40 isn't intended to be a lubricant, so don't use it as a substitute for lubing.

I like to put the bike up on the rearstand, get an oil drain pan under the chain, and use a paint brush or medium bristle parts brush and get some plain 'ol kerosene. (You don't need to waste a bunch of money on some super-duper chain cleaner.) You can apply to your chain, and spin the tire gradually as you clean. Follow-up with the lube of your choice, and pat chain once around with a towel to keep the fling to a minimum.
As for gunk on rims, use any auto wheel cleaner (painted or factory coat), or a chrome-approved cleaner for (duh) chrome rims. Wash liberally with water to make sure the cleaning agent is completely gone.
