Default "96 zl600 eliminator cold two cold exh pipes

Greetings;
Need help regarding cold (#3 & #4) header pipes. Bike is a '96 ZL600 with 18k miles on it (never been rained on).
What are all of the possible causes that would create this condition?
Exh header temperatures @ idle RPM (Ckd via infrared heat gun):
#1=141, #2=140, #3=104, #4=96

Note leaning #3/#4 by turning mix screw in or our from the 1 1/2 setting has NO effect on temp.
Also Idle is rough. Runs great above idle circuit rpm (2000rpm).
Any ideas/advice greatly appreciated.

What are all of the possible causes that would create this condition?
lack of air/fuel ie float heights, inproper synchronization would be my first guess if you know that the filter is clear and that the hoses are not pinched.
