im working on my buddies bike it's a 2007 zx6r has 2000 miles on it and wont rev past 8000 rpm's under load in netrual it wont got past 10000 i have drained gas checked air filter and exhaust valve i'm out of ideas do you think it could be the fuel pump

 

You could check the pump pressure. Also make sure that the generator is supplying sufficient voltage.

The manual also lists plug issues, coil wire, camshaft position sensor, IC Ignitor issue, Stick Coil issues,

Sounds to me like a lean condition. I would make sure your injectors are clear and functioning correctly.

 

Very low mileage bike. How long has it been standing?

I'd go with fuel system issues - dirty injectors or fuel filter maybe.

sat all winter guess he had no gas in tank took pump off take had rust in tank cleaned all out still running the same way check line to fuel rail from tank fine could not find a fuel filter were is it at on this bike

 

For some reason, thought that there would be a pump screen in there. But I did not find it in my 06 manual. That is alot of crap in that tank. I would probably start now with the pump test and work your way to the injectors.
