Default 1500 Vulcan, earlier then 2000

My Brother is looking at a 1996, 1500 Vulcan. Someone told him that any Vulcan made earlier then 2000, has a plastic part that when it breaks, it will cost about $1500 to replace.

Is this true? And if so, what part is it?
