Floor vibration

I have a 2005 Vulcan 1600...My floor boards vibrate escpecially when it is windy. I have taken the spring off, and added rubber between the pad and floor frame, but it still vibrates...

Hi Dutch. does it vibrate at certain RPMs? The V-Twins vibrate bad. Just the nature of the beast.
