1999 Vulcan 1500 Nomad carburetor issue

1999 Vulcan 1500 Nomad carburetor issue
I just replaced my carb on my nomad. It won’t start, but I can start it with starter fluid and it will run and throttle fine but will not idle. I’ve tried adjusting the idle speed with the attached cable but not helping. Any suggestions?
