Default No spark at plugs

I just bought a 2000 Vulcan Nomad 1500. It was from a storage auction in Kentucky. I charged the battery some just enough to see if it would turn over. It turned over a few times but no spark at the plugs. Could this be due to a partial charged battery? Does the battery have to be fully charged for the coils to work? Any info helps. Thanks.

Default Battery voltage

Battery should be fully charged. Try a jump box on it as well. Make sure when cranking the battery still reads 12 with a meter. Make sure you have 6 vlts at grey wire on ignitor and or ignition..
