Default 1994zx7 starting problems

didn’t know where to post this but I’m having issues. So I picked this bike up fairly abused. Got it to start at owners house before I grabbed it he said was having difficulties keeping it running. It has a bad fuel pump for sure. I cleaned the carbs I know how thorough these have to be cleaned. Plugs are new and has compression. Found the clutch switch wires were torn, might’ve been my fault in transporting but I fixed them. It will not start and I have fuel coming out of the two ports on the top that hook to that tube that goes into the valve. Any ideas I’ve cleaned these carbs very well. I’m out of ideas. I have a new pump on the way. I gravity fed gas into the carbs but I also didn’t see any fuel spraying. I made sure the float needles aren’t sticking and they are sealing and the seats aren’t leaking either. Thanks
