Well it is obviously not meant for a long haul, HD I do believe they do some brake beefing on this modification though.

most likely the tow dolly itself has brakes to compensate for the weight

most trailers either have self modulating hydraulic brakes based on the tongue being pulled or pushed, or electric brakes that connecto to a standard trailer wiring plug.

not saying its smart to have a caravan like that since its easy for the tail to wag the dog. but its perfectly possible in flat areas.

why not - cruisers these days have air conditioning. why couldn't a purpose built towing bike have a brake controller?

still seams rediculous since you have to have enough road space to tow the car, so a standard tow truck would make sense. maybe the goldwing can tow and get better milage. but if a goldwing can toe then why not a compact car instead?

its just a weird idea.
