major idle problem

Default major idle problem

ok im new to this site and maybe didnt do a good job searching but found nothing. i have a 2005 kawasaki ninja zx6r 636. recently i have removed the gas tank to replace the battery and i have also replaced the voltage regulator. now to the problem.... my bike is idling way to high, sometimes it doesnt but it will fluctuate from 1500 up to around 3000 rpms. if i push the throttle forwards the idle will drop down to normal and stay for a second but then it will start to make its way right back up. its mostly after ive been getting on it, almost feels like throttles sticking some how? i also am getting awful gas mileage about 95 miles to about the 3.2 gallons i put in when i fill up, smells like its running rich a little as well. someone please help cause im new to the motorcycle game and not sure where to start!
