They're part of the upper yolk. They're needed so that the bars clear the top of the forks when they're set, as per the service manual, protruding 10mm above the yolk.

Try punctuating your post. It's very hard to read.

I am guessing that you are doing this because you have clipons installed on the bike, correct? The only real way to get rid on them is to grind them down and try to smooth everything out as good as you can.

Wait, don't grind them off. I have a better idea. If you've installed clip-ons, just make up an aluminum plate that fits exactly over the handlebar mount. Once you've gotten your aluminum cover plate made, holes drilled nicely, bring the original mounting bolts to your local nut/bolt store, not a hardware store. You know, a place that specializes in just nuts and bolts of all types. Explain what you are doing with your bike, and tell them you would like polished aluminum "alan head bolts" with the correct length to hold your new aluminum plate on. Keep everything uniform, polished aluminum, and professional looking. Heck, you could even have an engraving/trophy shop make the aluminum plate up for you with your "name", or "Kawasaki", or "Ninja", or whatever, engraved into the plate. This way, the bike looks a little "tricked out", and you've covered those unused handle bar mounts too. The other thing, you may want to sell the bike one day, or go for a long ride, and you can always put your stock handle bars back on by just removing 4 bolts. No damage, and everyone is happy!
