You dont need to remove the windshield. Also there are 2 phillips screws under the front of the faring below the light...dont remove those either.
And you dont need to remove the headlight housing.

Also be very very careful, some 250s came with the wrong faring bolts. They will puncture the tank if you put the wrong ones where the tank is. Take them out label them then see if theyre all the same length if they are then your fine if not then be very careful and dont mix them up.

There was a recall on the 07s for this reason but it has been reported to affect other model years.

 

I did not need to remove the windshield on my 07 either to replace the mirrors yesterday. The whole front fairing came off with the mirrors gone plus the 4 or five bolts on each side of the fairing. The windshield was bolted to the faring but not the frame. As far as the bolts go I just remembered the allen bolts go up top(all the same size) and the 2 phillips go low.
