what does it do to the rear shock? does it (for lack of a better word) top out or does it not really effect it at all?

I put on the raising link..... it only raised the **** about 1/2 to 3/4 of an inch, but it did stiffen the back suspension a little. No complaints.

The lowering links has the effect of softening the spring the raising links stiffen it
