that first bike is considered a moped
the pedals are only to start it, and to stand on
very cool, but very expensive all they sell is the rear frame
its up to you to complete it
its perfect for where I live, one time registration fee, no insurance and with a nice 125 or larger engine you could ride it anywhere
probably be in the $2000 area if you have to buy everything to put one together
