Kips valve

Where are they and what does kips stand for are they the exhaust valves (both)?

Uhhh, isn't the KIPS valve a 2-stroke device that manipulates the exhaust port?

The KIPS is on certain Kawasaki 2 stroke bikes like the KDX 220R I used to have. Explanation of how it works here:

The first time I fired up my KDX it made that rattling sound and I got freaked. Turns out that's what that KIPS power valve is supposed to sound like and everything was normal.
