Ideas for removing these rusty nuts....(pics)

I vote 4" side grinder with a wire brush to clean it up so can see what you've got there, then use it to grind the nuts down flush with the flange. I'm betting 20 minutes....

I haven't tried cutting them yet, but by the looks of it I don't think I'm going to be able to get good enough of an angle to get anything in there to cut those top two nuts that are next to the heat shield.

You are getting rid of the cat, right? Cut the cat in front of the flange(sawzall), drop the exhaust by removing the hangers on the system and drop the flange down enough so you can get at all the bolts.
