I want it... but apparently I'm a size small in a Shoei (22inches as measured) even though Im a medium in my scorpion and that seems extra snug.

Really? That's weird. I borrowed my buddy's medium Scorpion EX-900 for a few weeks and it fit very well. I'd say the Shoei is even a little tighter than that. If you have a moto store around your area, test fit some Shoei helmets.
