Bad handguard

Default Bad handguard
I have a set of protaper handlebars on my 2012 klx250s. As you can see in the picture the bolt is not grabbing. I cannot tighten this up. What can I do to fix this? The bars came with the bars and guard last summer when I bought it. The other side is nice and snug.

Is the threaded insert spinning inside the bar ends? Jb weld it in place . Stripped? Longer bolt maybe or a helicoil/threadsert
