It sounds like you have a California bike which has the emission canister. I personally would not advise you to remove anything that might help from polluting the planet. The canister is designed to keep gas and gas vapor from freely hurting the nice clean air that can only be found in the state of California and maybe other parts of the world that have strict emission laws.

So yes you could remove the emission stuff but if you live in a part of the country or the world that has strict emission testing your bike might not pass emission test or worse you could receive some type of major fine for removing the above mentioned items.

If you do decide to remove the stuff it will most likely not change any noticeable amount of power gain or for that much any noticeable change other than you no longer seeing the items in question and maybe a pound or two of weight off of the bike.

Here's a pretty good write-up on the removal of the smog crap. I did it and haven't had any problems. Some say your engine will run a little cooler without it.
