For insurance, im 24, have full coverage w. theft insurance, been street riding for about a year no tickets/accidents, and multi vehicle discount its about 330ish a year if i remember right.
If You could get that price as an 'out the door' price then that would be a good price. It has 72 miles on it which makes it a used motorcycle. Dealers will tack on a bunch of fees but you would be buying a used motorcycle even if it has only 72 miles. Don't accept the dealer prep bullcrap fees.
I have a KDX200 as my main off road bike and can tell you that if you want to compare the KLX to your KDX then you'll be dissapointed. They are apples and oranges. I use my '07 KLX for precisely what you intend on using it for and have been very happy with the bike. It doesn't have the kick that the KDX offers but it does have a tag and I can tell you that the KLX is a capable bike off-road, even stock. I've tried some very tough hill climbs and the KLX comes through. Tires and mods mean everything on the KLX especially tires. As a commuter bike the KLX pulls a nice 72mpg on my 60 mile round trip commute.
As far as insurance goes, I pay $130 a year for full coverage on the KLX. If you go with the same insurance company that you insure your car and home through then you can get a "multi-line discount". If you pay cash for the bike then all you'll need is liability coverage which is cheaper still. Talk to your insurer.
The moral of the story is that the KLX250S is a downright fun bike that will get you good gas mileage and might just surprise you with it's off road performance.

I live in the North East also, my Full coverage insurance with only a $100 deductible is $180 a month.
$3700 sounds like a lot, and with few buyers out there, your in charge.
If you ARE a buyer,I would go in there, tell them " I dont pay sticker for anything" so "how much do you want for this $100 bike? "
Offer them $3000 and wait for them to squirm, walk away, then go back and tell em you can borrow a hundered bucks or something. They want to sell, make them earn your business.
I picked up an 07 from Mississippi last spring 1 Mile on it. Paid $4000 and he payed shipping ( $4-600 depending on carrier) so I figure I paid $3500. It was more then I wanted to spend, but its not so easy to find them now, or then
