Thanks for all the responses.
I already tank taken out and drained the gasoline so I will visit locksmith to see how much he charges.
If it cost too much, I will pursue the drilling the hole and replacing it to the keyless gas cap.

Thanks all to those who gave me some good advice and options to choose.
I got the gas tank lock fixed today. I took the gas tank to a locksmith and he did the following:
1. He tried to lockpick first but he told me that the lock is frozen
2. He said that penetration oil would work (I told him that I used WD-40 and 3 in 1 Oil for few days but he said that WD40 would not work on this type of frozen lock) PB Blast or plummer's penetration oil would be fine
3. He inserted a screw driver into the lock and started hammer the screw driver (not with the steel part but with the wooden handle)
4. He also tapped the gas tank cap few times to loosen it up
5. I told him that the key work on other locks in the bike. He made a copy of the key, inserted into the lock and started hammering the key in the lock
6. He used a plier to hold the key and hammer few times and twisted to both direction
7. Then after 4 minutes of steps 1 thru 6, the lock opened up
8. He charged me $10 for the work and I got to keep the new gas tank key
I was ready to order a vortex but I got it working again.

i told you to tap it with a hammer, i thought you tried that cool deal man. consider that vortex [sm=shades.gif] cap though before it locks up again and you break the key off in there like i did.
