hi, new here but I have some questions on a bike I’m looking at.... 2011 KX250F fuel injected

hes willing to accept $2,000 for the bike

Inspecting it, bike started up from cold in 2-3 kicks. tires are dry rotted, owner says there’s 46 hours on the motor... no hour gauge so can’t confirm.... Needs a fork seal. He hasn’t rode it much.

1. Upon riding it, bike has power but on deceleration it’s popping/cracking loud! Concern and what would be a typical issue?
2. With “46 hours” on it would I need to do a top end rebuild, adjust valves, replace valves, etc?

Any other concerns?
