Default Kawasaki Ninja 250r 2008 EX250K (EU EFI) - stalling, hunting idle, hard to start - no

Hi all,

Just bought a 2008 Kawasaki Ninja 250R, EU model (EX250K8F, so the EFI/DFI variant — Keihin TTK28 throttle bodies). Looking for input on a starting and idle issue before I dive deeper.

Bike info:
  • 2008 EX250K8F (EU EFI version)
  • 31,500 km / 19,600 miles
  • Bought used 5 days ago
  • Previous owner said it hadn't been serviced for ~2 years, didn't know when the owner before him serviced it
  • Sat for periods between rides per the owner. Had been sitting in winter storage until a couple of days ago when he drove it to my house.

Symptoms:
  • Hard cold start — multiple cranking attempts needed
  • When it does fire, it dies almost immediately unless I keep the throttle slightly open
  • Idle hunts wildly between ~500 and ~3000 rpm, never really settles
  • Dies on its own at stops or after a short time at idle
  • Once warm and if it is held revving, it runs (haven't pushed it hard yet)

Before I dump what I've already tried — based on these symptoms alone, what's your gut reaction? Would love to hear what experienced 250R folks suspect before I bias the conversation with my own theories.

Important context:
Seller rode it to me on delivery day (so it was already warm when I test rode it) and it ran fine during the test ride. Two days later, cold start from my garage — all the issues showed up.

What I've tried so far:
  • Read the service manual self-diagnosis procedure
  • Located the Y/BK self-diagnosis terminal under the seat
  • Removed the dummy plug
  • Grounded the terminal to battery (–) with a wire
  • Tried both Dealer Mode 1 (current faults) and Mode 2 (history)
  • No response from FI indicator at all — no codes, no constant light, nothing
  • FI lamp does behave normally at ignition ON (lights briefly, goes out)
  • Fuel pump prime is audible at ignition ON
Per the service manual: "When no service code is displayed, the electrical parts of the DFI system has no fault, and the mechanical parts of the DFI system and the engine are suspect."

So I'm reading this as: probably mechanical, not electronic. But I'm also not 100% sure I did the self-diagnosis correctly — getting literally no response at all seems odd.

My planned next steps:
  • Full basic service: oil + filter (HF401), spark plugs (NGK CR8E x2), air filter (HFA2505)
  • Throttle body cleaning with carb cleaner
  • Vacuum leak test around intake boots (spray cleaner around intake while idling)
  • New fuel, in case the gas is old
  • Brake fluid and coolant change while I'm at it (overdue)
  • Then re-evaluate

Specific questions:
  1. Does this sound right as a starting plan, or am I missing something obvious?
  2. Any common gotchas on the K-variant specifically? (Lots of J-variant advice online, K is harder to find)
  3. Was I doing the self-diagnosis procedure correctly? Anything I might be doing wrong since I got no response at all?
  4. Subthrottle valve actuator / IACV issues — these symptoms seem to match, but I have no codes to confirm. Worth focusing there?

Thanks in advance — appreciate any input!

Have you tried a fuel cleaner like Red Line Complete Powersports Fuel System Cleaner?
