Default Getting my '85 Vulcan running again

Trying to get my dad's bike running again, oil companies are playing games with all of us ($3.94 for the Memorial Day Weekend... no surprise, then it drops to 3.93.... yeah... now it suddenly hits 3.98? What the hell makes this weekend more fuel-demanding than Memorial Day?)

According to my dad, the problems he knows of are
  • Carb seals are dried out
  • New battery needed, moisture in ignition system
  • [+ Won't start]
  • Front forks / brakes need maintenance

It's a 1985 Kawasaki Vulcan 700 LTD, 100,000 miles on it, and I took as many pictures as I could.

What do you think? Is it doable? I'm not gonna take the classes until I at least get the engine running.
My parents are going to take it to a shop for the front forks / brakes / carb tuning.
