Carburetor tubing (help)

Hi I have a Kawasaki Eliminator 252 which is practically a Ninja 250 also equipped with 2 CVK30 carburetors.

I have trouble understanding why do I have a rubber plug on my left vacuum plug. See photos of my carburetors and manual of the eliminator 252.

Please help my figure it out and if its wrong wired to correct it. THANKS.

Why are 2 tubes in the manual and my left vacuum plug is obstructed?

Is the bike not running correctly? Some of the vacuum attachments are used to syncronise the carbs.

Check in one of these manuals as well https://www.kawasakiforums.com/forum...ad.php?t=19450. I was going through my 2004 ER-5 manual and in the general hose section it was showing the CALI stuff and all of its stuff.
