Ok I just bought this bike yesterday. Took off the crankcase cover and it smelled like fuel in tge oil. The bike won't start at all and I have a relay in the rear that's making noise.

You bought a broken bike.

hahaha, ok. Float needles/floats stuck generally will cause the fuel to fill up the crankcase while the bike is sitting. The oil sight glass will be full. Time to remove the carbs, clean, inspect and I like to replace the float needles and set the proper float heights on re-assembly. Inspect the boots when removing the carbs since they tend to get brittle and crack.
The bike will not start at all.....as in a bad battery? If the bike has been sitting for a few yrs, get a new battery and charge it properly. The relay you hear normally means that you have low voltage getting to that said relay causing it to chatter only and not fully engage.
