I am having problems with the front brakes not releasing after braking.

Have tried adjusting and it doesn't seem to work.

Stupid question: Is there a master cylinder to fill? If so, where is it? and How do I get to it?

I also checked the wear indicator and it looks like the shoes are wore down. I plan on changing them but today I tried removing the drum, tried tapping (more like beating it with a rubber mallot etc... and it didn't seem to want to budge. Is there a trick?
