Can you use the throtle and the bike will run just fine?
Here is the stupid question have you adjusted your idle?
I have a zx7 that has the same problem, but if I give it any throttle it stalls. Have to use the choke to idle the bike and the more choke the more R's. Full choke is like full throttle. [:@]

when I use the throttle it runs fine after 3000 rpms but if I let it drop below 3000 it will bog and die unless I put the choke on it and then it will idle at about 2500 to 3000 and i have fiddled with the idle adjuster and it doesn't seem to make much of a difference.
My bike was doing what yours was until I cleaned the float needles and put in new plugs because I thought I might have fouled them from starting it to much. Another thing I discovered was that the airbox has to be bolted and sealed for it to run the way it does which is much better than it was.

Yea mine has new plugs carbs are so clean I have been eating off of them, lol. Tried with the air box and with out. Guess she is going into the shop. [:@]
Then to beat all after messing with it tonight I see a small puddle under my R1 WTF. It is coolant and further investigation I find a small hole in the radiator [:@] % @ ! ?.

UPDATE
The bike is running well now except for it will not idle without the choke. I have cleaned the carbs, new fuel filter, cleaned the tank, new plugs ( twice),adjusted the air/fuel screws, and prayed a lot. I think the problem is now in the (slow) jets because of the idle issueand here is why I think that.
When I was cleaning the carbs for the 4th time I tried to take out the slow jets and the brass broke off the screw and they would not come out or loosen. (oops) I would like to know if this seems like a logical explanation and does anybody know of a tool that will work on stripped standard screws that small

Well, I finally got the pilot jets out and they are plugged up so I am soaking them right now to see if I can get the crud out. I tried sticking a small wire through the hole but it wont go so I ordered new jets because they are reasonobly priced at 10.00 ea.
I know this sounds stupid but I didn't realize you were supposed to be able to see through the jets. I ASSUMED there was a screen in them. You know what they say when you assume things. I hope you get that 95 going man and if I can help let me know. Thankyou for everyones input. I'll let ya know what happens when I get the jets clean and installed

Hey bro nothing is ridiculous, you have to consider every possibility. The throttle cables and the choke are not similar and would be impossible to cross.
I will probably take her into the shop next week so I will find out what’s wrong, probably 500.00 wrong. [:@]
Hope the cleaned pilots help you bro, let us know.
