This does not surprise me at all.
You must remember that Kawi is not as big as a company as some of the competition (*cough* Honda). Also Moto GP statistics doesn't really sell bikes to the public but just adds additional cost to the public.
Kawi puts very little money and effort in the ZX-RR development thus the reason it stinks. The money required for the R&D to make the ZX-RR comparable to the competion (*cough* Honda) is substantial.
Honda is huge and they dump tons of money into Moto GP. But let's also look at what that does to their street bikes....it raises the costs! A CBR in any category is approximately $2K more in price than the ZX counterpart but all Super Sport bikes are almost identical in every category when examined (check out the Super Sport Showdowns and there is very little to differentiate each companies bike in terms of performance/handling/etc...).
So why buy the Honda!? Because their race bike does well in Moto GP?!
Kawi knows they can sell more bikes if the cost is lower and they do!
Kawi develops products for end consumers and always have. They never got serious into Moto GP but only were in it to keep the Kawasaki name in the public eye.
