I saw this cooling shoulder/neck "personal radiator" as they call it. Made by sixsixone, you soak it in water for a while and it's supposed to keep you really cool for hours. If it works, it would be a great buy.

I've used just the "bead" filled bandana ones that you soak and tie around your neck and they work well -I guess the concept of the one I had was to keep your corodid blood flow cool. I used it walking around the ROT rally at 100+ degrees and it helped.Just looking at this one it should work even better.

See, I would think with a leather jacket on, the shoulders wouldn't cool that well. Don't you need some air flow?
