Do not try to start the bike until you take off the carbs and clean the float bowls. If you have tried to start the bike odds are some jets/passages will be clogged. I recommend having the carb bodies cleaned (can even be as assembled group of four, but all removeable bits removed) at a car or bike shop that has a carb washer or ultrasonic cleaner. You can't get in all the small passages with spray and sticking in wires can damage the passage.

KLX678 is right. Start with the carbs also, get a battery, check the fuel tank for stagnant gas and rust or dirt. If it needs cleaning, they use viniger. If its rusted, you need to get it professionally done or pick up another tank. Then remove the seat and begin to sort out some of the wiring thats hanging but secure the carbs and the fuel system first. If you get stuck, come back here. We can help
