Default 1999 Vulcan classic fuel leak

30k miles, always kept inside, well maintained.
Today I noticed a leak. Upon inspection I found it was fuel (looks like its mixed with oil) coming from behind the left chrome cover just aft of the oil level sight gauge. No evidence of a fuel leak near/around the gas tank, manual fuel valve, or
anywhere else. I have a shop manual but it is currently in storage (no access). I have not ridden it for a few weeks (or even moved it). Strange that all of a sudden, with no usage, it would just start leaking.
1. How does that cover come off?
2. Anyone ever hear of a leak such as this?

I just bought my 99 Vulcan 800 classic last summer and immediately after purchase I noticed that my oil was way over full. Turned out to be the same issue, leaking petcock filled the crank case with gas. I bought a rebuild kit for the petcock and rebuilt it. Changed the oil and filter and all has been good since. I only rode it once before I noticed the issue so I can't say if I had the same issue with the clutch, and I'm also not a mechanic by any means, but I would guess that there was probably some grime built up on the clutch plates and the gas cleaned it which caused the different feel of your clutch.
