Steering wooble

Default Steering wooble

Have a 2004 Nomad 1500 and when I'm backing down on speed, @ about 40 mph, I get this wooble in the handle bars. It's fine at high speeds. Seems like the frt. tire is out of balance. Had it balance and it still does it. Anybody seen this before ?

It's almost always one of the tires. Bad front makes a worse wobble.
