Question Mixture screws ? ?

are the mixture screws underneath the float drains ??? do you turn them out to be more rich or lean ??? Let me rephrase this, at 5000 to 6000 rpms it will stutter like it wants to go but cant then it will get over the 6000 or so rpms and stop the stutter then it gets real bad if i just twist it back hard. Spark plugs changed, new sprocket on alot better acceleration but the stutter is pissing me off.
