What service provider do you have? An easy way to do it, is to record the sound, using your phone's audio recording function, then send it to a friend's phone. Have your friend send it back to you as an audio txt message, and then hit "save as ringtone."

you can also save it to something like photobucket and send it to your phone from there and set as ringtone. i beleive you only need to be able to text message from your phone to do this. you dont even need innernet access from it.
