1976 KE 175 carb

1976 KE 175 carb is leaking gas. Bike starts right up and runs fine but soon floods out. I assumed that the needle valve was stuck or just leaking. Pulled it all apart and found it to me nice and clean. But to my surprise I can hold my finger over the hole where the needle valve lives, turn on the gas and it runs out all over the place.

So I guess I need a lesson on how these carbs work. I think it may have something to do with the choke(enricher)?? Having trouble finding any info on these carbs.

Any ideas? Links or explanations?

Thanks
