How old is the battery?

Replace the battery if more than 5 yrs old. Clean and install the connections properly. A good ground is necessary.

Like Drag said^, battery, electrical connections--good ground. Try using a battery charger/starter or jump start with cables. Sounds like you may not have enough juice. (BUT, check your fuses, too.) Sometimes you'll get that clicky-chatter when your battery is low or your ground is weak. When you hook up the charger/starter/cables, don't "hang on the starter button." Just a few short bursts.... If the bike hasn't run in a month or so, try a quick shot of starting fluid to help get the party started. (Don't overdo it!)

As mentioned, you could hook up the charger and see if it cranks over properly. (no heavy cranking as that can mess up wiring and other electronics and no more than a 4 amp refresh charge for 1 hr per the fsm) If so, most likely a bad battery if the battery cannot maintain a 12v-12.8v reading. Use your volt meter.
