extended swingarm

I was looking on here and i saw a extended swing arm on a blue bike that looked very nice.what i was wondering was.....

1.DoI have to make it myself.
2. CanI buy one and if so/ price range and store.

Any and all help is greatly appreciated. Cant wait to finish my bike soI could post some pics.
