Default carb help for my old zx600

I just bought a 85 zx600 as a little project. Only problem is that it will not start without the aid of starting fluid. Fuel is flowing unobstructed from the petcock valve, and i know the fuel is getting to the carbs, because when i start it on starting fluid it will run as long as i dont bring the idle down below 3200rpm. I've ran it for about 15 minutes, long after the starting fluid had been burned up. I don't really know a whole bunch about adjusting carbs because this is my first own bike, and first vehicle that is carbed. Is there a website that walks you through adjusting keihin carbs? I pulled the floats off and cleand out the little passage for the float needle thingy(see how much i know?). I have no idea if the floats are adjusted properly. I pulled the primary jets out and cleaned them thoroughly(they spray evenly from the side holes. I blasted out the pilot jets as well. and cleaned the varnish off of the needles. I don't know if this will help, but the pri. jets are 134. other than that, I don't know what else to do. any help would be greatly appreciated.
