heli coil is what you probably need to replace the threads. I've not done it myself, but you basically drill out the hole, put in the heli coil insert, then tap new threads. Try to tap out the original threads first, though.

Suspension is far more important then power on a track bike. Get a nice pair of shocks.

Yep, Helicoil on the peg threads is your best bet or for a quick fix, longer bolts with locknuts behind them. Just make sure the bolts aren't too long so they interfere withor touch the swingarm. Get some frame & swingarm sliders. As far as track ready; any bolt with liquid behind it needs to be safety wired; example: oil drain bolt, oil filter clamp, waterpump drain bolt, radiator cap, all brake line banjo bolts and caliper bolts. Also the front & rear axles need a positive lockin pin or safety wired. The chain master link if it is a clip type, requires safety wiring too. Get the local track racing club/ organization rule book and it will have all the regulations in it. Most racetracks do not allow regular coolant in the bike. You will have to use an alternative like Redline Water Wetter or an approved substitute.

Get your suspension setup or have it done by someone reputable at the track for our weight & tires you'll be running. A good handling bike is easier to ride & go fast on. Keep it stock at first and learn to ride it the way it is, then make smallor singlechanges at a time. After the suspension, get an exhaust, filter & a PC111 or a Race kitECU (Make sure that you know someone who can tune it first). An ignition module will make a big difference too. Later you can get a quick shifter. Gear your bike for the track you'll be riding.
