Lack of top end power

Got a 91 model yesterday, but am a bit dissapointed with the top end power.
It just doesn't seem to have the power band pull (none at all I don't think) in the top of the revs. Low down feels fine.

Is there a simple way to adjust the power as the person who swapped it with me said it was to fast for him and he'd turned it down in the past so his kid could keep up with him.

Sounds like a KIPS issue. The exhaust valves on my 88 were jammed open and gave me the same issue... loads of grunt but a weak top end of the power band. "Tuned it down" sounds like a good excuse for "its not running right but I don't know why". I'd pull the kips actuator cover, disconnect the actuator arm, and try to manually move the valve pushrod.
