1991 Kx250 wont kick over but will start when popping clutch
 

I just bought a 1991 Kawasaki kx 250. The guy told me it was hard to start due to high compression then he kick started in in 4 or 5 kicks. I have tried kick starting it for a while and cant get her started. It does fire when I run and pop the clutch. It has a new top end, spark plug, carb is clean, new ratchet kickstart gear, hot rod crank. Any thoughts?
