WTF is this?

I'm hoping that somebody can tell me what this is! It seemed to fall out of my 2009 KLX 250S and land on the garage floor while I was tightening a bolt while installing a rack. I have no idea where if came from!
It doesn't look like anything super-important, but I sure would feel better if I knew exactly what the function of this thing is before I head out for my next ride.
(I placed it next to a dime in the photo for reference to size.)

Looks like a fender washer/spacer combo to me. Not sure what the official name is, but you usually see them holding a front or rear fender to the fork or rear frame area. It allows the fender to be tightened, but the spacer part that's attached to the washer keeps the bolt from mashing the plastic which will lead to the plastic cracking. You seem them on some side covers and other parts that shouldn't be mashed by just a washer and bolt. That's my best guess on it.
If I remember correctly, that spacer fits under the tail pack. It is a spacer that one of the mounting bolts-p/n 92027 in the fiche. http://d136nqpz68vrmx.cloudfront.net...les/10/1_1.png

My best guess is that GBAUTO's suggestion that it's a spacer from under the tail pack is correct, since removing the tail pack was step one for installing the rack that I was putting on. I must have missed it when I was removing the bolts in the tail pack, and then it probably fell to the ground when I was working on the installation.
In any event, I'm no longer worried about taking the bike out for a spin.
