Hehe yeah I know what you mean about your heart racing when a cop pulls you over. I have a modified Nissan Skyline that they can put a sticker on any time they like so i'm already paranoid of the Police.

i always love when cops look at you like your just a dirt bike, i have had a few follow me, and then they see the plate, lol.... cops are pretty cool about the exhaust, i figure it this way, some bikes ( harleys) have straight pipes, at least i have a muffler on my even though its straight through.

i recently won an oemfront rotor off a 2003 KLX 300. the 300 is a fully floating unit which to be honest i really do not know what that means

Its not full floating, even the new 07 KX's are not full floating discs, but like you said, you dont't even know what itthat means.

Dang we are a bunch of outlaws......I was riding Saturday to a buddies house, pulled in his driveway and a constable pulled in right behind me. He too thought mine was a dirt bike but like your incident he still ran the plates...I was like wtf. He said he had a complaint call of a couple kids on 4 wheelers driving on the street. I was polite and didnt say anything, but first off I only have 2 wheels and I aint no kid

also, yes the KLX 300 is a fully floating rotor. check the specs.
Its not. Its semi floating just like the 250Sand MOST every other dirt bike made.

OK, I'll admit it - I don't know either.
So is someone going to explain what exactly a "full floating" disc is? And for that matter, semi-floating too.

Well sillys, Fully floating would be one that isn't semi-floating and semi-floating is one that isn't fully floating, dur![8D]

Floating rotors are two pieces, the inner piece which bolts to the hub and the outer piece that is not bolted but "floats" by means of "buttons" which allow some lateral side to side movement. The purpose is that it helps to lessen the effect of imprefections in the hub such that if the rotor was solidly attached it would vibrate.

Here's a good explanation and some illustrations:

http://www.carbibles.com/brake_bible.html

Search for "floating" on that page.
