JS550 Fuel/Oil mix

Does anyone know why the fuel/oil mixture is 24:1 when the air temp is below 59 degrees on 86 and up JS550's?

Cooler air is more dense therefore I supposed that they wanted to increase the potential for protection. After saying that the new SX-r is 60:1 all the time. So not sure if it matters, we always ran 32:1 in them on kawasai oil. 50:1 on synthetic.
