Default 1993 750 SS Not Cooling Engine

There isn't any water coming out the bypass on the side. I ran it for awhile then it stalled out and wouldn't run.

so you are saying that you ran out of coolant and seized the engine? Good luck, just guessing right now on the worst case scenario

I didn't realize it was not cooling until it stalled out. When I brought it back to the dock and checked it out. I was hoping it stalled out before I seized the engine.

I believe the engine did not seize. I have compression in the cylinders and can see them moving, with the plugs out.
The problem now, it won't start without starting fluid and when it starts and you run it, it has no power, when you hold the throttle all the way in, it goes very slow. ANY IDEAS?
