2008 kawasaki 250 ultra steering
 

Waiting for a camshaft sensor so I am unable to start the ski and i am not familiar with this jetski so my question is does the engine have to be running before the steering will operate or or unlock or do i have a corroded steering cable because I can not operate the steering with the engine off.
