1100 zxi not start
 

I have a 1999 1100 zxi. I have rebuilt the carbs changed all the fuel lines and oil lines and am still not getting ski to start. I see the oil finally moving on the hose closer to carbs but not there yet. Can anyone help me out with this issue. I have put in new battery and solenoid as well and nothing. please give me some advise.
