Intro and tech help

Just joined this forum, wanted to introduce myself.

Bought a 1980 KZ440, kind of a Frankenstein bike. I don't have any experience with 4 stroke motorcyles but I have done work with 2 stroke mopeds, real moped like the puch maxis, and etc. I am a little experienced with mechanical things as I did have a project car after the mopeds and then I bought this kz and willing to learn. That's a little about myself.

Previous owner to this bike said it needed a starter. After digging in I realized it needed more than just that. Right now my issue is knowing what is missing and what is not as I'm not familiar with manual bikes (mopeds were one speed). The bikes electrcals work, as the lights turn on. But the clutch does not engage, there is no tension in the cable at all. I'm going to attach a picture what what I understand the clutch would be, again, I really have no idea. I have looked at the parts manual and it was a little difficult to follow.

My main question is, do I have a clutch installed? Why is there no tension on the cable? From what I understand, I need to engage the clutch for the bike to turn over. Correct?

Not sure why they are upside down but I don't know how to attach more images anymore

Yes! It is on the engine/transmission, you can see it at the top of the pictures.
Thanks for the reply!
